비즈니스-IT정렬모형의 동태적 관점과 전자정부로의 확장에 대한 논의
IT생산성역설을 뛰어넘어 IT자원을 조직의 전략과 정렬하는 것은 정보시스템분야의 매우 오래 된, 핵심적인 도전과제이다. 현재 IT는 기업뿐 아니라 정부조직에서도 필수불가결한 경쟁력의 원천으 로 자리매김하고 있다. 그럼에도 정부조직에 대한 IT부분과의 전략적 정렬연구는 찾아보기 어렵다. 본 논문은 정부의 국정과제와 각 부처의 정책은 범정부IT자원(기반구조와 어플리케이션집합)과 전략적으 로 정렬하기 위한 동태적인 전략적 정렬모형을 제시한다. 동 정렬모형은 정부조직과 전자정부 간의 비 정렬(misalignment)상태의 해소를 위하여 구체적(concrete)이고, 측정가능한 형태의 내부 심층구조를 기초로 한다. 어플리케이션 포트폴리오는 심층구조를 기반으로 정부서비스를 제공하기 위한 전자정부 플랫폼으로서의 IT기반구조와 부처 공용 어플리케이션집합과 개별 부처 어플리케이션집합으로 구성 된다. 이는 정태모형을 기반으로 하여 시간에 따라 변화하는 동태적 모형으로의 확장을 수용하게 된 다. 마지막으로 제시된 어플리케이션 포트폴리오를 기반으로 저자는 동태적인 변화에 따른 비정렬 상 태를 해소하는 최적화방법에 대해서도 가이드라인을 제시하고 있다.
A Perspective on Dynamic Business-IT Alignment and Discussin on the Application to eGovernment
Beyond the IT productivity paradox, aligning IT resources with organizational strategies is a very old, but most important challenge in the field of information system theory. Currently IT itself positions as an irreversible competitiveness not only in companies but also in government. Nevertheless, we have the little literature on IT strategic alignment for the government. National Agendas in the government and ministries' policies strategically align with each other, and they also do with the government-wide IT platform and departmental application portfolio. This alignment model is based on the concrete, measurable internal deep structure to resolve the misalignment between the government organization and the egovernment. The application portfolio consists of the IT infrastructure as an egovernment platform for providing the public services, a shared application set for ministries, and a ministry’s application set. It is essentially static, but has to be extensible, dynamically changing over time. Based on the proposed application portfolio architecture, the author also proposes a solution for the optimization method to solve the unsorted state due to dynamic changes.
