ICT 기술협력 사업의 실효성에 대한 연구 : 해외 정보화컨설팅 사업을 중심으로
본 연구는 ICT 기업의 개발도상국 진출 확대를 위해 중요한 역할을 하고 있는 ICT 기술협력 사업의 실효성에 대해서 살펴보았다. 이를 위해 2012년부터 2018년까지 정보통신산업진흥원의 해외 정보화컨설팅 사업에 참여한 기업 대상 온라인 설문조사, 심층 인터뷰를 진행하여 ICT 기술협력 사 업의 성과와 시사점을 도출하였다. 연구결과 전체 125개 과제 중 22개의 과제가 직접 또는 간접 성과 를 기록한 것으로 분석되었다. 아울러, 본 사업은 해외 진출 기반과 해외 사업 역량의 구축에 기여했 다는 사실을 확인할 수 있었다. 그러나 지원과제의 규모가 작고, 정산 관리 등 행정처리가 많은 등 사 업의 개선사항도 파악할 수 있었다. 또한, 단순 컨설팅 사업을 넘어, 본 사업 수주를 위한 지원 체계 시행, 연계 프로그램 확대 등의 시사점도 확인할 수 있었다. 본 연구는 ICT 기술협력 사업 전반에 대 한 정보가 부족한 상황에서 실효성을 분석한 의의가 있으며, 학술적 의미를 넘어 개발도상국 ICT 시 장 진출에 있어 정부와 민간, 특히 ICT 기술협력 사업의 역할에 대한 시사점 파악에 기여했다고 할 수 있다. 하지만, 본 연구는 제한적인 ICT 기술협력 프로그램을 대상으로 하여 전체를 대표한다고 볼 수 없는 한계점을 가지고 있으며, 장기적으로 유의미한 데이터와 성과 결과가 쌓인다면 분석적인 정 량적 연구가 가능할 것으로 판단한다.
A Study on the Business Effectiveness of ICT Technical Cooperation Project : a Case Study of Overseas Informatization Consulting Program
This study aims to assess the business effectiveness of Korea’s ICT technical cooperation ODA projects, as it is believed to play a pivotal role of promoting overseas operations of ICT companies, especially into partner countries. In order to explore the topic, projects of the Overseas Informatization Consulting Program executed by the National IT Industry Promotion Agency of Korea (NIPA) from 2012 to 2018 were analyzed through desk review, survey and focused interview. The results of the study indicate that 22 programs have shown direct or indirect performance. Furthermore, it was possible to draw positive implications that through these businesses, companies can lay their foundations or strengthen business capabilities when they try to expand to international markets. However, there is also a room for improvement in that the budget for unit project is too small in quantity to generate a visible outcome. This study is finalized by drawing some policy implications.
