OOO대화력전 과제에 대한 NCO 평가결과 및 발전방향
4차 산업혁명 시대를 맞아 새로운 군사기술의 근저에는 AI 기술과 네트워크를 중심으로 하는 통신기술이 중심이 되고 있다. 따라서 네트워크중심작전(NCO, Net-Centric Operation) 개념은 효과 적인 합동작전 수행을 위한 핵심적인 전투수행방법이다. 본 연구에서는 합동작전 수행의 대표적인 과 제 중의 하나인 ‘OOO대화력전’에 대한 NCO 수행능력을 평가하였다. 이를 위해 본 연구지 제17권 제 1호에 게재한 ‘차세대 NCO-CF (Conceptual Framework)’를 적용하여 평가영역별로 평가할 속성들 을 선정하였으며, 선정된 속성들에 대한 평가기준(Metrics)은 JMT(Joint Mission Threads) 아키텍 처를 작성한 후 이를 참조하여 설정하였다. 선정된 속성별 NCO 수행능력 평가결과 영역별로 표적분 석 및 처리과정에 AI 기술의 접목, Kill-Web 및 Sense to Fire 개념을 적용한 대화력전 수행체계 발 전 등 합동작전능력 향상을 위한 보완과제들이 도출되었다. 이러한 발전방향에 대해서는 ‘OOO대화력 전’ 과제에 대한 미래 아키텍처(To-Be)를 제시하였으며, 이는 국방획득체계 상의 ROC(Required Operational Capability) 및 신규 전력소요를 반영하는데 기초자료로 활용될 수 있다. 본 연구는 ‘OOO 대화력전’ 과제에 대한 NCO 수행능력 평가를 예시함으로써 합동작전 과제들에 대한 NCO 평가를 어 떻게 수행하는지 그 평가도구와 절차 및 방법 등을 구체적으로 제시하였다. 또한 ‘차세대 NCO-CF’는 Kill-Web 및 Mosaic Warfare 등 4차 산업혁명 기술들을 적용한 미래 전장에서도 NCO 평가가 가능 하도록 기존 NCO-CF를 보완하여 그 활용성을 입증하였다.
NCO Evaluation Result & Way-ahead on OOO Counter Fire Task
In the era of the 4th industrial revolution, AI and Communication technology centered on network is at the core of the new military technology. Thus, the concept of NCO is a key to combat effectiveness of Joint Operations. This study evaluated the NCO capability of the joint task 'OOO Counter Fire'. For this, Attributes to be evaluated for each domain were selected by applying 'Next Generation NCO-CF' published in Volume 17 of this journal, and the Metrics–evaluation standards were developed based on JMT Architecture. As a result of the evaluation, several issues for further improving were recognized and drawn up including the application of AI technology to target analysis and processing, the development of CF system applying Kill-Web and Sense to Fire concepts etc. For this direction of development, a future Architecture(To-Be) was proposed, being possibly used as a basis for reflecting the ROC and new requirements in the Defense Acquisition System. By illustrating the NCO capability assessment for the 'OOO CF' task, this study specifically is proposing the assessment tools, procedures and methods for the NCO assessment of other Joint Tasks. In addition, 'Next-Generation NCO-CF' has demonstrated its usability by enhancing the existing NCO-CF, in order to assess NCO in the future battlefields adopting the 4th industrial revolution technologies such as Kill-Web and Mosaic Warfare.
